Highways Agency
The Highways Agency was the executive agency of the Department for Transport responsible for operating, maintaining and improving England's strategic road network, headquartered in Guildford and replaced in April 2015 by the government-owned company Highways England (now National Highways). It procured major road construction and improvement schemes, asset maintenance, traffic technology and professional services.
