Virgin Media utilities diversions and infrastructure changes necessitated by the forthcoming construction of Phase 2 of the West Bradford Cycle Superhighway scheme. Only Virgin Media and their subcontractors can undertake changes to and/or diversions of their apparatus. This falls under exclusive rights for a direct award Schedule 5, paragraph 5
