Description
Greater Manchester Health and Social Care Partnership (GMHSCP) is currently developing its service specification for commissioning an enhanced self-sampling service. The purpose of this engagement is to inform the market of our intention to procure the service, and to assess the level of interest from capable providers who may be interested in delivering the service in the near future. The contract will be for 2 years (delivery) and 2 months (set-up) and total contract value will be in the region of £129,000 inclusive of applicable VAT. We are looking for a partner to provide HIV and sexually transmitted infections (STI) self-sampling kits, lab and robust results management and pathway to care and support for a new targeted service (a 'membership' scheme) provided by PaSH (Passionate about Sexual Health) for Greater Manchester residents who are at highest risk of acquiring HIV. The kits will be provided online in response to a tailored plan by the PaSH service for approximately 100-150 individuals per year, and for offline distribution for a further 300-500 individuals. Flexibility for kit provision and confirmation of engagement in treatment, care and support of those with a positive/reactive result is essential. GMHSCP are commissioning this project as part of the 'Ending all new cases of HIV in Greater Manchester within a generation' programme (HIV-e). Branding will need to align with the HIV-e programme. At this stage, GMHSCP is looking to gauge potential interest; it is possible that this prospective contract opportunity may be subject to competitive procurement to enable us to identify the most suitable and qualified provider to deliver the service. Any such procurement process is likely to commence in June 2019 to enable service commencement in August 2019. Responses received will assist to inform the Commissioner as to the level of interest from the market and to inform the procurement approach, including whether a competitive process is appropriate.
