Description
Ipswich and East Suffolk Clinical Commissioning Group and West Suffolk Clinical Commissioning Group are seeking to re-commission a contract for the Marginalised and Vulnerable Adults Service (MVA); the redesigned service is due to start in February 2017. The MVA Service currently provides specialist health advice and support to a range of groups including homeless, refugees, migrant workers, ex-prisoners, Gypsies and Travellers, and Roma Communities providing a key link with Primary Care practices within the CCG areas (excluding Waveney). In addition, the Service works with a range of statutory and third sector organisations to address health inequalities faced by marginalised and vulnerable population groups, some with significant health needs; this includes local authorities, acute hospitals, mental health, third Sector, community organisations and other local health and social care providers. The MVA Service will be for a period of five years with the potential for an extension of a further two year period; with an indicative maximum budget of £798,200 per annum; this indicative figure will be formalised at the Invitation to Tender stage. The CCG will be looking to establish a single contract; but is looking to understand the options around delivery offered by providers; including but not limited to, consortia, prime contractors and system integrators. The Services to which this contract notice relate, fall within schedule 3 of the Public Contract Regulations 2015 (the "Regulations"), referred to as the ‘light touch regime’. Neither the inclusion of a Bidder Selection Stage nor the use of the term Invitation to Tender or Restricted Procedure nor any other indication shall be taken to mean that the CCG intends to hold itself bound by any of the Regulations save those applicable to schedule 3 Services.
