Description
Cornwall Council requires a Counselling service for ALL employees who are experiencing personal or work related mental health issues. The council requires a tiered counselling response which includes complex needs support ranging from 1-5 and a provider to support short to medium term counselling interventions. Counselling above these criteria is identified as high risk/complex (tier 5-8) and requires specialist support and will not form part of the requirements. It is however expected that the supplier will indirectly supports those very complex cases which fall outside of of the remit of the contract through referral to outside organisations in supporting the Council to source appropriate and timely alternative counselling provision. The methods of referral will be:- 1. Self Referral - Employees refer themselves to the supplier without the need to inform the Council. 2. Referral via the Councils Occupational Health clinical team The average number of employees accessing counselling services (2012-2016) was 430 per annum, 60% via occupational health and 30% via self-referral. The Council wishes to award a two year contract with the option to award 2 further 12 month extensions. The estimated value of the contract is £80k per year.
