Description

North Northamptonshire Council intends to procure a new operational fleet to replace an estimated 300+ vehicles currently in service. The fleet will support a range of frontline services including waste collection, housing repairs, and facilities management. North Northamptonshire Council are looking to carry out Pre-Procurement Market Engagement (PPME) in relation to the Council's upcoming procurement for its operational fleet and maintenance requirements.

Participation

Conditions suppliers must meet to bid.

The Potential Providers taken forward to Stage 2 to submit Best and Final Offers will:  Have passed all Pass/Fail elements of the PSQ and Declarations Questionnaire; and  be the highest scoring (5) Five Potential Providers when the Part (Award Criteria Questionnaire Questions) are scored in line with the scoring mechanism set out in the Procurement documents.  Where there are fewer Qualified Potential Providers than the threshold stated above, then the Council reserves the right to continue to Stage 2 with the remaining Qualified Bidders;  Where the 5th highest score is tied with more than one Qualified bidder scoring that score, then the Council shall take forward all those Qualified Bidders achieving the 5th highest score;  Where the bidder(s) has a total score which is within 1% difference from the provider(s) ranked 5th, then the Council may at is discretion invite that provider(s) to stage 2 also, as a Qualified Bidder(s). If before the first round of negotiation sessions within Stage 2 have been completed, a Qualified Bidder withdraws from the process then the Council reserves the right to invite the next highest scoring Potential Provider from Stage 1, to participate in Stage 2.
