Description
Science Park is undertaking a Local Development Order (LDO - simplified planning permission). The current outline planning permission is aged and it is not possible for new schemes to come forward under this. The Enterprise Zone status enables Science Park to undertake a LDO, benefitting future development by reducing planning costs on individual schemes. Skypark is currently engaged in the same process, due to receive approval from the LPA in early 2025. DCC is the landowner for the bulk of the undeveloped land at Science Park and so this needs to be a joint commission. Exeter Science Park Limited (ESPL) do not have capacity to carry out procurement work themselves and hence DCC procurement has offered to lead on the procurement work. However, this is being simplified by undertaking in 2 Phases as follows: Phase 1 - Procure Avison Young (AY) through the CCS Framework to undertake the EIA scoping and develop an specification for response by landscape architects able to provide a "one stop solution" Phase 2 - Work with AY to ensure the specification drafted is managed through the DCC process using the required DCC documents. Carry out the procurement process for the lead consultant to deliver the remainder of the work.
