Description
Portsmouth City Council will shortly be re-tendering the contract for the provision of intensive family support currently delivered by Barnardo's as the Family Intervention Project (FIP). Ahead of drawing up the service specification, we are looking at how we might adopt a different approach that would see the council commission a strategic partner to provide a workforce that would be managed within a single, integrated management framework alongside council employees, as part of a single prevention and early help service. The aim would be to maximise flexibility, consistency and capacity for frontline delivery while benefiting from the wider experience and assets of the strategic partner. Detailed management arrangements would be agreed through the contracting process; as the service will not be self-standing providers will not necessarily need to include management within the contracted provision. The purpose of this consultation is to invite providers to give their views on the approach outlined above.
