However, any selection of tenderers will be based solely on the criteria set out for the procurement. Former British Coal Corporation Employees and certain others are entitled to receive solid fuel as part of historic contractual liabilities under the National Concessionary Fuel Scheme. The terms of the scheme allow beneficiaries to receive a solid fuel entitlement or cash-in-lieu. This tender will require appropriate facilitation of purchasing, delivery and administration of solid fuels to qualifying individuals and to fulfill the Governments obligation to these individuals. The number of beneficiaries in receipt of solid fuel in December 2018 was c6,600. The number of qualifying solid fuel concessionaires is declining year on year in line with mortality and as individuals switch to the cash alternatives. Delivery of solid fuel will be required in England, Wales and Scotland and the Isle of Man (2 households) with the highest concentration in England followed by Wales and Scotland.
