Description
This is a Call for Competition under PCR (2015) on behalf of London Buses Limited trading as Dial a Ride (part of Transport for London) inviting candidates to enter the prequalification phase for Multi Occupancy Accessible Transport (MOAT) services. Expressions of interest are invited by completion of a Supplier Selection Questionnaire, the issue of which is conditional on signature of the Non-Disclosure Agreement which is found at the SAP ARIBA address above. The London Dial a Ride operation provides ca 600,000 trips per year to its customers across the capital. Part of this, the MOAT requirement, is for suppliers capable of operating in London to provide driver and vehicle services for multi occupancy accessible trips across all 33 London Boroughs. This is fully funded by TfL and will deliver direct to London Dial a Ride's passengers, who because of their disabilities, are unable to use TfL's standard bus and train services offering. The services are required to commence from 1 October 2023. The services are: Provision of driver plus vehicle for an 8 hour shift, on a range of shifts including early and late on Monday to Sunday. The contracts for these services will be for 5 years with a TfL option to extend to 7 years. Ad hoc provision of additional driver and vehicle to respond flexibly to variations in DaR's service demand and/or deployment of its own drivers and vehicles. For the above services, vehicles and drivers contracted to DaR will operate exclusively on DaR activities during the contracted hours. It will not be permitted for the Service Provider to undertake work or carry passengers for other service commissioners whilst the vehicles are contracted to DaR. The Service Provider will charge the authority at an inclusive day/hour rate for the driver and vehicle services. Fixed Charges will apply to all shift volumes as initially bid and agreed in the contract against the minimum shift availability volumes whether increased, decreased or stopped. TfL reserves the right to change shift volumes at will, acting reasonably and providing notice in accordance with the contract. Our key objectives for MOAT operations over the next seven years are: 1. Excellent safety and safeguarding procedures 2. High levels of customer satisfaction 3. High levels of reliability 4. A focus on lowering the cost of trip delivery To be able to participate in the tender, suppliers must be registered on TfL's SAP Ariba system. Details are provided in this notice.
