Description

To replace and uplift the current annual software license and support for Charter which is primarily used by the Service Police Crime Bureau (SPCB) but also by the wider Royal Military Police (RMP) and partner forces (RAF Police, Royal Navy Police, MOD Police) as its covert policing case management tool. As part of the Datacentre rationalisation (DCR) program CRIMES' applications and services are being migrated into a bespoke MOD Cloud hosting environment (ACE SO2). Charter is within the scope of this migration. In order to complete this migration there is a requirement to convert the Charter application from its current Oracle DB to SQL, and then migrate the application and its data into ACE. Army Headquarters is responsible for overseeing all non-MODNET ICS procurements for the Army. Twelve (12) month combined licensing, software, and support for a combined 'Defence Police' Charter contract. To commence on 03 February 2023 until 02 February 2024. Charter is designed for law enforcement agencies and public bodies whose activities are governed by the Investigative Powers Act (IPA). The system complies with all current legislation and NPCC guidelines for undertaking all kinds of covert activities. The system can also be scaled to meet the demands of regional or partnership working, for example, in a ROCU (Regional Organised Crime Unit) with a variety of options for data sharing and federated searching capabilities. Charter is currently sat on a now unsupported version of an Oracle DB. In order to successfully migrate the application from the current on-premises hosting to MODCloud as part of the DCR program, then the application and its data must be uplifted to a MS SQL DB.
