Description
TRA seeks a specialist supplier to co-develop a Digital, Data and Technology (DDaT) Delivery Plan (aligned with DDaT Strategy) and a proportionate Target Operating Model (TOM). The engagement will align with government functional standards and best practice and deliver: (i) a concise strategy; (ii) a TOM covering roles, processes, governance and KPIs; (iii) a costed, prioritised delivery plan(Bronze/Silver/Gold options); (iv) a governance & RACI model; and (v) engagement materials and knowledge transfer. TRA has undertaken an Enterprise & Data architecture current/target-state assessment. The next stage is to refine an initial change roadmap into an achievable delivery plan and operating model to enable TRA to build it's digital, data and technology capability and to enable safe, sustainable transformation and adoption of data and AI capabilities. Outputs from this assessment, including target-state architecture views and an indicative roadmap, will inform this procurement. The Supplier will be required to work closely with the business functions across the Digital & Technology directorate and collaborate with data colleagues to ensure alignment of the delivery plan and Target Operating Model with organisational objectives. This includes engaging with teams responsible for: • Strategy and Governance - to align with corporate priorities and standards. • Architecture and Data - to incorporate enterprise architecture principles and data governance requirements. • Delivery and Programme Management - to coordinate timelines and dependencies. • Service Operations and Cyber Security - to ensure operational readiness and compliance.
