Description

The Commissioner is exploring the application of his statutory powers and duties to provide informed advice and recommendations to Welsh Ministers and public bodies on energy issues. The successful provider will be expected to deliver the following: Stage 1 • The first stage will require the successful bidder to undertake desk research to consider the options for providing advice to Welsh Ministers and public bodies on energy issues; Stage 2 • An involvement and consultation exercise on behalf of the Commissioner to refine and decide on the objectives of the work programme and appropriate output(s), including the potential of a review; Stage 3 • Research and analysis work to meet the work programme objectives and outputs agreed at Stage 2; Stage 4 • Writing up of advice and/or a report or a series of reports with findings and recommendations, to be signed off by the Commissioner and then published.
