Description
Telford & Wrekin Council are intending to go to competition within the next couple of months for planning and building control software development. Prior to this the Council is undertaking Market Research to gain knowledge on what can be achieved, with timescales and indicative costs to enable a tender to be delivered. We are looking for suppliers who have an application, or can develop an application, that can offer at least the same level of functionality as we have at the moment and who is prepared to discuss with Telford to further develop and improve the software so that Telford can continue to lead the way in Planning and Building Control. In 2010 Telford & Wrekin Council implemented MIS Headway planning and building control software, which it had developed in collaboration with MIS LGS Ltd. The software was cutting edge, streamlining business processes and implementing new legislation in a functional manner. It was developed to handle a complete paperless environment, something which the council was one of the first to implement. It has proved to be a stable product and even now is still a well specified and feature rich application. Telford's aspiration is to move away from legacy systems to new supportable platforms and using latest technologies. We want to enhance existing functionalities, develop new, improve areas of weaknesses whilst ensuring longevity. So we would like to take the majority of the current functionality, improve it where required, and ensure that it is in a newer programming language/platform to ensure it can continue to be used and supported in the future. Telford has always been a driver in the planning and building control environment when it comes to system software and is something which dates back since the 90's. It has constantly pushed the boundaries with system development and has been a leader in doing so. Today, Telford is recognised for that. We are looking to research and discuss future possibilities with suppliers in the next few weeks.
