Description
The contracting authority, the Ministry of Justice (MoJ), is issuing this pipeline notice to provide early visibility of prospective commercial activity relating to the delivery of Community Accommodation Services (CAS) across England and Wales. The HMPPS CAS system offers a three-tier structure of temporary accommodation for people on probation, prison leavers, and those on bail who require public protection measures or are at risk of being homeless. The scope of any future requirement may include one or more service types within the broader CAS landscape, aligned to varying levels of risk, need, and supervision. These services are intended to contribute to public protection, support community reintegration, and help reduce reoffending. All three tiers provide a bridge back into the community, appropriate to the risk of harm presented, but do not offer settled accommodation. The commercial tool and structure remains under development and procurement routes are being explored aligned with the new options and flexibilities introduced by the Procurement Act 2023, which came into force in February 2025. The Authority is currently exploring the potential use of a Framework as one possible commercial route. However, no final decision has been made, and further details, including the procurement structure, will be confirmed at the tender stage. The anticipated total value of the framework over its full term is estimated to be between £1.5 billion and £2 billion (ex VAT). Delivery may take place across multiple regions of the United Kingdom. Specific locations and regional coverage will be confirmed at the tender stage. This pipeline notice does not constitute a call for competition and should not be interpreted as a commitment to undertake any specific procurement. The Authority may extend call-off contracts where extension options are provided for in the procurement documents, framework agreement and relevant call-off contract. Any such extension will be exercised in accordance with the applicable contractual terms and the Authority’s obligations under the Procurement Act 2023.
