Description
The project aims to support the Ministry of Digital Transformation of Ukraine with a high-quality assessment of the existing SME support architecture in Ukraine, including institutional recommendations and draft policies for the establishment and operation of an SME Support Agency. As a result of the TA, the GoU will be able to develop a roadmap for the SME Support Agency's establishment and making it the core element in the SME support institutional framework. The Agency is expected to have improved capacity to coordinate and provide effective, inclusive, and conflict-sensitive SME support programs and services with appropriate policy responses, including mitigations to the effects of the COVID-19 pandemic. This 1.5 month engagement is ambitious and aims to deliver three outputs: (1) Needs assessment and overview of the existing SME support architecture; (2) Development of recommendations and policies for the establishment and operation of the SME support agency; (3) Review of the best international practices to mitigate the impact of COVID-19 and foster SME resilience.
