NEC Charter - Support and Maintenance Services for Core Modules

Direct Award to NEC Software Solutions via the Covert Management Framework (Blue Light Commercial).​ The covert operations management solution, known as Charter, supports law enforcement organisations to authorise, conduct and manage covert activities, as well as analysing the resulting intelligence. System is designed for law enforcement agencies to authorise and manage intrusive covert activities. As well as comply with requirements for legislation and local policy. ​The system can also meet the demands of multi-agency working in a region, with a variety of options for data sharing and federate searching capabilities.  ​ ​The Charter system is embedded within CoLP. NEC Charter is the only system that provides all required modules in one system. Moving to different systems would mean procuring the required modules from different providers.  Each system would then require implementation and training. Back record conversion would need to be considered and may not be feasible.
