Description

Whittington Health NHS Trust wants to appoint a potential partner(s) to deliver a range of retail options within its Food Court situated on the first floor at Whittington Hospital. Retail provisions need to encompass the following offers: a convenience range, delicatessen, café, a range of hot and cold meals, snack and beverage options with a separate café and vending service elsewhere at the hospital. The vending services must include a range of healthier options including an out of hours hot meal service offer.The procurement process is intended to identify a range of preferred partner(s) for the Whittington Health NHS Trust to enter into a long-term strategic relationship, using the Dialogue procedure. The procurement process is therefore designed to describe the existing requirements, challenges and constraints that Whittington Health has to the market and in turn for the market to provide meaningful feedback and proposals on how to deliver the services from the bidder's perspective, under a partnership relationship. As the incremental and other options become clearer and more defined, the Trust is likely to ask the bidders to price these specifications in more detail and describe how best to deliver the services. Bidders organisations need to have a minimum turnover threshold of £600,000 per annum to participate in the process.The Trust's current financial situation does not allow the Trust to invest any capital at this stage and would want the bidders to find creative ways of being able to fund the modernisation of the existing retail units. The Trust wants to maximise the income generation / rent income as much as possible, while allowing a high quality service to be delivered, with emphasis on healthier food options, and the Trust does not have fixed expectations as to how best to achieve this. The income generation model will be subject to negotiation with the Trust. This notice is a voluntary notice. The opportunity concerns the granting of leases for retail units and vending services at the hospital site with the provision of a profit share. The Trust is not under any obligation, statutory or otherwise to provide its staff, patients or visitors with access to retail units of the type described in the tender documents. It therefore follows that the opportunity is neither subject to the Public Contracts Regulations 2015 or the Concession Contracts Regulations 2016. The adoption of any procedure or process contained in either the Public Contracts Regulations 2015 or the Concession Contracts Regulations 2016, for example competitive dialogue, is voluntary and does not bind the Trust to comply with those provisions. Potential Bidders are encouraged to attend the site visit that will be held on Wednesday, 31st July 2019.
