Description
The Mersey Gateway Bridge is a large suspension bridge under construction across the River Mersey in England by Halton Borough Council. It is to be funded through tolls plus additional payments provided by the UK Government. The Full Business Case submitted to the Department in January 2014 included a Local User Discount Scheme (LUDS). In July 2014, the Chancellor announced that the LUDS would be extended from 300 trips/year to an unlimited number and be available to all Halton residents. Subsequently in July 2015, the Chancellor also stated that “The government is looking at extending Mersey Gateway bridge toll discounts to residents of Chester West & Chester and Warrington, with final decisions to be made in early 2016.” The proposed Scope of Work is intended to update the underlying traffic modelling to allow an estimate of the financial and economic implications of the committed (within Halton BC area) and further possible extensions (to adjacent LA areas) to the LUDS.
