Description
ONR is seeking to engage one of the Technical Support Contractors (TSC) appointed on Lot 2 of its Technical Support Framework. The TSC is required to asked to undertake a review of the decommissioning of PWRs and other Nuclear Power Plants (NPPs), and the application of design for decommissioning, in order to identify good practices and OEF relevant to design for decommissioning of PWRs. The review should focus on collating and evaluating information on PWR designs with the greatest similarities to UK HPR1000. Review of OEF for plants other than NPPs should only be undertaken if considered relevant/potentially applicable to design for decommissioning of PWRs. The review should also address relevant work undertaken on design for decommissioning during the GDA of other reactor designs in the UK, namely the UK ABWR, UK EPR™ and AP1000®. A key input into the review should also be the RP's own knowledge, skills, experience resources etc. in design for decommissioning and PWR technology. The scope of design for decommissioning should address: the minimisation of activation and contamination, physical controls to prevent the spread of contamination, features that facilitate decommissioning and reduce radiation doses to decommissioning workers SFAIRP in the future, and measures to minimise the generation of radioactive waste. The scope of the review excludes the design of nuclear fuel. ONR does not expect the review to address good practices and OEF relating to non-design aspects of decommissioning such as organisational design, operational and decommissioning practices, and decommissioning planning, which are outside the requested scope. The output of this work will be a written report setting out the good practices and OEF relating to design for decommissioning relevant to NPPs, with focus on PWRs, identified during the review. The report should provide an appropriate summary of the material considered, with clear references. The report should also contain the RP's own commentaries on the overall significance/importance of the OEF considered for a "new", modern PWR design such as the UK HPR1000.
