Description
Cornwall Council wishes to commission a report that provides a non-technical description of the electricity network constraints in Cornwall and the impact a constrained network is having, and may continue to have, on economic growth and strategic priorities in Cornwall. The report will include a technical feasibility study that will identify opportunities for demonstrating different energy storage solutions that could: • Unlock export capacity on the grid and defer reinforcement, • Reduce the need to curtail generation, • Facilitate greater utilisation of distributed generation locally, • Consider the ‘whole energy system’ and how generation may be used across sectors; or, • Utilise existing available export capacity to provide ancillary services to the grid. Opportunities should be identified that can demonstrate different investment/ownership models and capture different revenue streams and benefits. Project types should include: • Co-located with renewable generation • Standalone solutions • Microgrids Domestic storage is not included in the scope of this study. It is intended that the study, based on some mapping work and the identification of solutions and applications across sectors, will provide a prioritised list of opportunity sites that could demonstrate energy storage solutions. It is acknowledged that the identified sites will require further detailed studies, which fall outside the scope of this study. The study will be used to inform a number of investment decisions that may be linked to a successful Growth Deal round 3 bid and the agreed action within the Cornwall Devolution Deal implementation plan to deliver a smart energy storage demonstrator. The study may also inform Council or private sector investments that provide a return on investment and/or funding applications.
