Description

Network Rail has identified a requirement for the provision of Event Management and strategic solutions to plan, and to deliver internal organisation events. The Framework Agreement will consist of one lot, and will include: - Expert Event Management services and support to the NR event leads, including project management, event design, development, delivery, production, and AV supply, including stage, lighting, microphones, video content and website creation, website maintenance, technical expertise, and event registration platforms. - Equipment hire (including PA systems, event equipment, marques, exhibition stands and monitors e.g. Conference support, planning and preparation, including face to face, hybrid, virtual and streaming expertise). - Staff, resource requirements to deliver in-station leafleting to support with passenger communications, in the event of service disruptions, and any planned service outage, aligned with the NR communications message. This contract will be available to Network Rail, Great British Railways, Department For Transport Operator Limited (DFTO), and their subsidiaries, successor organisations and affiliates.

Conditions suppliers must meet to bid.

Detailed conditions of participation will be set out in the Instructions to Participants document, which will be issued alongside the Procurement Specific Questionnaire (PSQ) and made available via the Network Rail Sourcing Platform (Bravo). Candidates must confirm they have the legal capacity to perform the contract under the laws of England and Wales, are registered on the Central Digital Platform (CDP), and are not subject to mandatory exclusion grounds or listed on the debarment list. All entities who are relied upon to meet the criteria are required to provide their own up-to-date core information on the Central Digital Platform (CDP). Candidates must demonstrate that they have the financial capacity to perform the contract by meeting the following minimum requirements: • Completion of the Network Rail Financial and Economic Standing Model and achieving a pass score in accordance with the model's criteria. • Confirm ability to obtain required insurances. • Confirm ability to meet other conditions of participation related but not limited to legal capacity, GDPR, prompt payment and tackling modern slavery. Candidates must demonstrate the following technical capabilities to participate in this procurement in accordance with the Procurement Act 2023 including, but not limited to: - Technical Experience of End‑to‑End Event Management Services - Technical Experience of Event Infrastructure, Technical Production & AV Delivery - Technical Experience of Event Deliverables, Reporting, Evaluation & Stakeholder Management - Technical Experience of Managing Resource capability and capacity

PSQ responses will be checked for completeness and compliance. PSQ responses which are not complete, which are non-compliant and/or are late may be rejected and Network Rail shall not be obliged to continue its evaluation of the PSQ responses of that Participant. Where any Participant does not meet the minimum criteria for any question, section or envelope they will be excluded from the Procurement. For any weighted (0-4) questions in the PQQ, the minimum criteria is a score of 2, therefore a moderated score of 0 or 1 will result in the Participant being excluded from the Procurement. Participants who have successfully achieved a pass for all pass/fail questions and meets or exceeds any minimum score will have their PSQ responses ranked by reference to their total weighted score identified through the assessment process, with the highest scoring PSQ responses (that successfully achieved a pass for all pass/fail questions) being ranked in first place. It is the intention of Network Rail to select a shortlist of six (6) Participants to progress to tender stage.
