Green waste composting

Blackburn with Darwen Borough Council wishes to secure appropriate facilities for the treatment / processing of'green' waste. This waste stream does not include food waste, cardboard or street sweepings. This material has been collected separately by the Council or its' agents at the household waste recycling centres, via fortnightly household garden waste bin collections and other adhoc means (eg Christmas tree recycling collections). The Council requires a process that achieves compliance with National Indicator 192 (ie not 'shred and spread'). The house to house collection of the material for re processing is not part of this procurement exercise
