Description
DECC is looking for a contractor or contractors to undertake an evaluation of the Transitional Arrangements (TA) for Demand Side Response (DSR) and small-scale generation. The Transitional Arrangements were set up to support business’ participation in the Capacity Market. This evaluation is required to robustly assess whether the TA has successfully achieved its 3 objectives. Any learning will inform decisions around the second TA, future Capacity Market auctions and build our evidence base on the DSR and small-scale generation. The evaluation questions will be challenging to address robustly, and so creative and innovative approaches are actively encouraged. Key skills and expertise required include undertaking policy evaluation, expertise in generative causation methods and designing and undertaking primary research as well as an understanding of the Capacity Market, Transitional Arrangements and their interaction with wholesale markets plus technical knowledge of DSR and small scale generation technologies and the commercial models at play. Consortium bids welcomed.
