Description
The BDR Partnership (or BDR) is a partnership of Barnsley MBC, City of Doncaster Council and Rotherham Borough Council (the Councils) who have jointly procured waste management contracts since 1993. The Councils are unable to guarantee the level of work that will be offered under this call-off arrangement, however, over the last three years 28 days (7.5h per day) of work has been required and it is envisioned a similar, if not higher amount of work will be required moving forward. The Councils require comprehensive support and advice in respect of the financial aspects of the BDR Waste PFI Contract as a minimum. The successful provider will be required to: Build and maintain a close working relationship with the Councils' contract management team and external advisors ("BDR Team") The ability to work face to face (not just via Teams/Zoom) with the BDR Team as and when required Report to the BDR Contract Manager and liaise with members of the Joint Waste Board / Steering Committee /Liaison Committee Attend meetings of the Joint Waste Board, Steering Committee and Liaison Committee as and when required Manage the interface with other Advisors, with an emphasis on maximising outputs whilst minimising the Councils' costs Liaise directly with and build working relationships with the Project counterparties including Contractor, Subcontractor, Offtake Contractors, Funders and external advisors Review and advise on the application of the Payment provisions in the Contract and Payment Mechanism to ensure they are operating as intended Provide advice on contractual matters of a financial nature, for example any issues that may arise under the Project Agreement such as Contractor Change, Councils Change, Change In Law and Refinancing Provide advice to the Councils in respect of Joint Insurance Cost Reports and lead the Councils' response in relation to such Provide advice to the Councils in respect profit sharing provisions from the Ferrybridge Multi-fuel Energy from waste plant Provide advice to the Councils in respect of identifying liabilities, risk management and operational savings opportunities resulting from the Environment Act and the Resource and Waste Strategy for England 2018. Assist with any contract renegotiations request from the contractor resulting from any agreed Changes in Law resulting from the Environment Act and the Resource and Waste Strategy for England 2018. Review and advise on financial model changes/updates submitted by the Contractor Review and advise on changes to the Project documents including the Finance/funding documents Support the Councils in relation to any formal contractual dispute/adjudication processes which may be required Other ad hoc financial advice as required
