Description

The Combined Authority is seeking to appoint an external consultant to carry out an interim evaluation of the Healthy Working Life programme. The process evaluation should consider: 1. The socio-economic context and suitability of intervention designs 2. governance, management, procurement, co-ordination and involvement of stakeholders in delivering activities and overseeing the production of outputs 3. what is currently working well with the programme as well as areas for improvement with a view on the monitoring of assumptions and risks 4. any early outcomes that the programmes have produced 5. initial comparison with other regional areas (without similar work and health funding or programmes in place) to identify any differences in outputs / early outcomes 6. identification of suitable methodologies for a future impact evaluation Objectives The main evaluation objectives for the interim evaluation are: EO 1 - To evaluate the programme design relative to the contextual socio-economic position in West Yorkshire EO 2 - To evaluate the activities of the programmes and whether they efficiently produced the planned outputs EO 3 - To evaluate whether the outputs have led to any early planned outcomes
