Description
Essex County Council (ECC) will be seeking to procure Services for the treatment of Persistent Organic Pollutants Waste or POPs Waste. The successful contractor will be required to make arrangements for the safe disposal of upholstered domestic seating waste that may contain Persistent Organic Pollutants collected from across the Authority's network of recycling centres and other collection points including Waste Collection Authority depots as required. The contractor will be required to provide safe disposal services for POPs delivered by the Authority or its agents. The contract is expected to be for a one (1) year period, and may be extended by agreement in any number of periods not exceeding a total of a further ten (10) years. (Contract term subject to change and governance approval). The annual tonnage of POPs waste is forecast to be in the region of 6,500 tonnes. No exclusivity or guaranteed minimum tonnage will be offered in respect of this contract.

Participation
Conditions suppliers must meet to bid.
1) Financial Capacity ECC has a bespoke 'Financial Assessment Form' spreadsheet, which uses the organisation's financial ratios to categorise financial risk levels. For Bidder's whose completed 'Financial Assessment Form' returns a 'high' or 'very high' risk level, the Authority requires a Parent Company Guarantee, bank bond, performance bond, or equivalent, upon the Authority's request and to the Authority's satisfaction, in order to meet the financial capacity conditions. 2) Required Insurance The Bidder will be required to have in place prior to the Service Commencement Date (14th August) the following levels of insurance: Employer's Liability Insurance £5 million; Public Liability Insurance £5 million; Professional Indemnity Insurance £2 million 3) Modern Slavery Relevant commercial organisations subject to the requirements of the Modern Slavery Act 2015 will need to confirm they are fully compliant with this legislation by Service Commencement Date. 4) Equality and Diversity Bidders that have been had an investigation of unlawful discrimination upheld by an Employment Tribunal, an Employment Appeal Tribunal, the Equality and Human Rights Commission, or any other court or equivalent body, will need to provide evidence that they have implemented adequate remedial actions to prevent similar unlawful discrimination recurring, to the Authority's satisfaction. 5) Environmental Management Bidders that have been convicted of breaching environmental legislation, or had any notice served upon it, as resulted in a fine in excess of £1m in the last three years by an environmental regulator or authority, will need to provide evidence that they have implemented adequate remedial actions to prevent similar breaches recurring, to the Authority's satisfaction. 6) Health and Safety Bidders are required to have a Health and Safety Policy that complies with current legislative requirements. 7) E-Procurement Bidders are required to be able to receive orders sent electronically to a central email address. 8) Information Handling and Security Bidders are required to self-certify that they can comply with the Authorities data Protection requirements.
Bidders are asked to confirm whether they have managed a contract or contracts for the treatment of waste upholstered domestic seating containing or suspected of containing Persistent Organic Pollutants within the past three years. For the avoidance of doubt, the treatment does not have to have occurred in the UK.

Bidders may provide these details for multiple locations to enable them to compare options, however they may only bid one Delivery Point. Bidders can obtain the latitude and longitude data using Google Maps by right clicking on their Delivery Point site entrance and entrance weighbridge. ↗
