WP3839 Supported Living Individual Care Package - AWARD

Walsall Council is working with the NHSEI (NHS England and NHS Improvement) and other bodies to procure a Supported Living, Autism and Personal Care Package for a complex young female (referred to as "X" throughout this documentation) with autism and an extreme anxiety/avoidance disorder which means she can present with very challenging and violent behaviour to others and herself. X is currently in secure facilities in Merseyside. The NHS is purchasing a property which will have special adaptations for her to lease and the Council will be sourcing a tenancy provider and supported living provider. The purchase of the property will not be included in this procurement exercise. This procurement process will be to appoint a suitably qualified and experienced Supported Living, Autism and Personal Care provider. The contract will commence on 3rd October 2022 for an initial period of 5 years until 2nd October 2027, with three optional 12 month extension periods. The Council's preference is to appoint one supplier for this Contract but it will consider a consortium approach. The value of this contract is estimated between £1,000,000 to £1,500,000 per annum. **IMPORTANT NOTE** In order to avoid any delays to this process, it is important for all interested to Bidders to note the timescales available for the process overall and for each stage in particular. The submission deadline for the first stage is 12:00 midday on Friday 24 June 2022. All queries must be submitted to the Council through the portal by 5pm on Thursday 16 June 2022. The procurement process will be conducted in compliance with the Public Contracts Regulations 2015 (the Regulations). The Council have decided that they may properly use the Competitive Dialogue Process under these Regulations. This process is considered to sit under the Light Touch Regime and will be conducted in accordance with sections 74 - 77 of the Regulations.
