Description
The scope of this evaluation covers the period of the NA ICT from July 2014 to the end of data collection for the evaluation (a date in second half of 2018 to be confirmed in inception). In assessing the overall programme, the evaluation will be expected to encompass all grantees (who will make more or less of a contribution to overall programme targets as set out in the logframe). The evaluation should provide a comparative analysis of the design and performance of the grantees, so that lessons can be learned for this and other interventions. However, an assessment of the performance of each individual grantee (and sub-grantees) is not required. We expect in country evaluation activity in at least three countries. DFID also funds the mNutrition programme, led by GSMA, which is providing similar mobile phone based services in agriculture and health. Of the 6 NA ICT countries, GSMA has initiatives in Tanzania, Ghana and Malawi. The winning bidder will be expected to set out any overlaps in terms of targeting of beneficiaries between the NA ICT and mNutrition programme and provide an explanatory note and analysis in their inception report.
