Description
ENGIE Services Ltd on behalf of North East Lincolnshire Council is carrying out a mini competition under the ESPO Framework 509 Parking Solutions. Lot 3 - Cashless Parking - fully integrated cashless solution. At present the Authority only offers a pay by foot service. Lot 4 - fully integrated cloud-based IT solution to allow NELC to process Penalty Charge Notices (PCNs) issued under Civil Parking Enforcement legalisation and Fixed Penalty Notices (FPNs) issued for education/environmental offences (and other /monetary penalties). The system will allow the Authority to manage with associated correspondence, representations and appeals against PCNs and FPNs as quickly and efficiently as possible in accordance with the associated legislation. All areas of on street and off-street parking enforcement such as permit issue and management, dispensations and bay suspensions and equipment fault monitoring must be included within the scope of the system, which must comprise all application software necessary to satisfy the requirements of the specification.
