Description

The Council would like to procure a Framework Agreement for the Inspection and Testing of Electrical Appliances and Equipment. This Contract is for the undertaking of in-service inspection and testing of electrical equipment, comprised of both portable appliances and fixed electrical equipment. The objective is to provide regular inspection and applicable testing to ensure that equipment is safe, functional and available for use. This contract covers all properties under the administration of Staffordshire County Council (SCC). Properties on this contract include Offices, Education, Social Services, Libraries, Leisure Centre's, Residential Care Home, Domestic Dwellings and Depot / Site Offices. Staffordshire County Council requires the successful Supplier to have ongoing 3rd party accreditations which meet the following requirements during the term of the Framework: 1. To have a compliant Health & Safety accreditation performed by a Safety Schemes in Procurement ('SSIP'). For more information refer to the link https://ssip.org.uk/members/# 2: Valid and compliant member of an independent pre-qualification accrediting body. for example, Constructionline (accredited to a minimum membership level of 'GOLD') or other equivalent bodies, offer such a service. Note 1 - the accrediting bodies must allow for annual refreshes/vetting of the Supplier in the areas Note 2 - where brand names are mentioned, the Authority will consider equivalents Note 3 - evidence of the above accreditations MUST be provided to the Authority by successful Supplier prior to Contract Award Competency requirements: The Contractor shall be required to satisfy the County Council that there is always one lead engineer on site, and they must hold all of the qualifications detailed below (1-6). Other engineers can hold one of the qualifications listed between 1 to 3 and then hold all from 4 to 6. 1. City and Guilds 2382 qualification (18th Edition Wiring Reg Regulations). Deemed necessary for Fixed Appliance Testing and inspection works. 2. City and Guilds 2391-52 qualification (Initial and Periodic Inspection and Testing) Deemed necessary for Fixed Appliance Testing and inspection works. 3. City and Guilds 2377 (Electrical Equipment Maintenance and Testing). Deemed necessary for Portable Appliance Testing (PAT). Evidence of competency for points 1, 2, and 3 above will be required to be provided upfront with the tender, so the Council can verify the engineers working on the contract. 4. All Engineers must have undertaken asbestos awareness training within the past 12 months accredited by the UK Asbestos Training Association (UKATA), Independent Asbestos Training Providers (IATP) or equivalent. This training must be continuous, with a valid certificate maintained at all times within a 12-month period. 5. All Engineers must evidence training for working at heights within the past 5 years. 6. Any personnel operating specific access equipment must evidence training for that type of equipment- such as ladders, podium steps, scaffold towers, Mobile elevating work platforms (MEWPs) or any other specialist access equipment - within the past 5 years. Evidence of competency for points 4, 5, and 6 above will be required prior to the contract commencement and may be requested at any time thereafter. The Contractor shall also be part of an accredited body such as the NICEIC or NAPIT. Any personnel utilised on this contract must have an Enhanced DBS check
