Description
3D Secure authentication is a banking industry security protocol developed for online credit and debit card payments. Most of DVLA's online services support version 1 of the 3D secure protocol. Payments are channelled through DVLA's Payment Broker and payments are taken via a third party Payment Service Provider (PSP). Zeefix has an exceptionally high understanding of Web Logic, Payment Broker, DVLA's Business Systems (DLO/EVL/OEPP) and their integration with Smart PayS, Barclays Payment Service are skills required to deliver the 3DS test requirements. It is unlikely DVLA could secure the required skill set with a procurement exercise via the appropriate Government Framework. In addition, the timescales for running a procurement exercise would be prohibitive to the delivery of the 3DS requirements.
