Description

Kettering General Hospital seeks to appoint an independent NEC Supervisor consultant service, that will act in accordance with NEC4 ECC, providing independent inspection, monitoring & certification of the works to ensure compliance with: • The Works Information • Contract requirements • Statutory approvals • Relevant healthcare technical standards (HTMs/ HBNs) agreed with MMC and BREEAM targets, infection control and fire safety regulations, etc. Contracting Authority Objective The Contracting Authority is seeking to procure MEP and Building Structure/Fabric NEC supervisor services for the Rockingham Wing Extension to: • Ensure that the contractor satisfies the quality standards set in the works information • Have a regular presence on site, providing independent scrutiny of the works, ensuring the correct materials are used and to the correct standards. • Have foresight, to enable identification of issues/potential issues and prevent them from occurring. • Have the authority to issue instructions to search for defects and be specifically responsible for issuing Defects Certificates. • Witness any testing • Attend progress meetings • Issue communications as per the requirements of the contract. • Have the right attitude which should be team-spirited, proactive and systematic. Scope / Specification 1. Pre-Construction Phase • Review works information, scope, drawings, specifications, and quality requirements • Input to constructability and sequencing reviews • Review contractor proposals for working in close proximity to a live maternity / neonatal environment • Advise on access, phasing, infection prevention, and clinical risk controls • Attend design and pre-start meetings as required 2. Construction Phase • Carry out inspections and monitoring of the Works in accordance with NEC4 • Check compliance with Works Information, specifications, and approved details • Undertake random checks on Labour Returns (1 per month) • Attend site regularly and record inspections, non-conformances, and observations • Issue Defects, Non-Conformance Reports, and Acceptance Certificates as required • Witness testing, commissioning, and validation activities (including M&E and medical gases where applicable). Retain and file electronic copies of all test certificates • Review Contractor quality records, test results, and as-built information • Jointly with project managers coordinate with clinical teams to minimise disruption to maternity and neonatal services • Support the Project Manager with early identification of quality or compliance risks 3. Completion and Handover • Inspect works at Completion and issue Completion Certificates • Prepare and maintain Defects Lists • Monitor rectification of defects during the Defects Period • Attend commissioning, handover, and readiness-for-service activities • Support clinical handover, including phased or partial occupation if required • Verify completion of statutory approvals and certifications • Attend post completion inspections and meeting during Year 1 of the Soft Landings process 4. Defects Period • Undertake inspections during the Defects Period • Confirm correction of notified defects • Support issue of Defects Certificate 5. A weekly report shall be submitted directly to the Client and copied to the Project Manager, which shall provide the following information: • A record of progress on a trade by trade basis. • A record of time lost due to inclement weather and the trades affected by this. • A record of any delays to any part of the works and the reasons for this. • A record of drawings received. • A record of critical deliveries to site. • A record of any significant events including any serious deficiencies in health or safety performance observed while on site. • A short commentary on site Health & Safety. • Provide Photographic evidence of installations and/or non-compliant works as required. • Any other information to which the Supervisor and PM should be made aware of.
