Description
Monitor is the sector regulator for health services in England. Our job is to protect and promote the interests of patients by ensuring that the whole sector works for their benefit. Further information about Monitor can be found on our web site: http://www.GOV.uk/monitor Background Monitor uses Hospital Episode Statistics (HES) data for a variety of purposes to fulfil its statutory functions. Monitor currently uses an online analytical data service to meet its HES data needs. Monitor’s existing contract expires on 31 March 2016, and we are looking to acquire a new subscription to a suitable service from 1 April 2016. Requirement Monitor requires access to an analytical tool that will allow us to examine, analyse, and export Hospital Episode Statistics (HES) data in a timely and cost effective way on an as needs basis. Data The tool must allow the examination of data from outpatient and inpatient commissioning HES datasets. The data source should be HES Monthly Managed Extract Service (MMES) and HES Final. In particular, HES MMES data should be uploaded and refreshed monthly as it becomes available, and the monthly data will be overwritten with HES Final extracts when available (and within six months of becoming available). HES data must also be available from at least 2007/08. Usability • The analytical tool will need to support a minimum of 12 users accessing the tool at the same time. • The analytical tool must enable users to perform multi-dimensional analysis of the data (e.g. cross-tabulation and nested tables). • The analytical tool must display the results of a data query on screen. • Users of the analytical tool must be able to access and download a summary of the extracts (i.e. selection criteria) for the data that have been loaded. • The output of the selection criteria will be an aggregated view of data. It is assumed that users will be able to drill down through activity counts (to see data at its most granular level) and include small number values. • The analytical tool must be robust, accurate, secure, responsive and methodologically transparent. • The analytical tool must have an easily navigable layout and user interface. • Users must be able to select parameters which will determine the composition of the final output. Some of these parameters will have hierarchies. It must be possible to multi-select items within each level in the hierarchy. • Users must be able to select the relevant measures to be displayed.
