Description
Rossendale Borough Council is seeking to appoint a suitably experienced lead organisation to deliver a multi‑year creative arts programme in Waterfoot. The programme will support local artists and creative practitioners, build skills and capacity, increase visible creative activity within the town, and deliver capital projects that improve public spaces and creative infrastructure. The appointed organisation will work collaboratively with existing local arts organisations, venues and creative spaces, building on established activity and networks. The contract includes both revenue‑funded skills and training activity and the delivery of capital projects such as public art, space activation and creative infrastructure improvements.

Participation
Conditions suppliers must meet to bid.
Participation is open to suitably qualified and experienced organisations operating in the UK. Tenderers must demonstrate relevant experience and capability in delivering creative, cultural or place‑based programmes, including partnership working with local communities and stakeholders. Consortium bids are permitted. Where a consortium is proposed, a lead organisation must be identified and will be responsible for contract performance. Tenderers must confirm compliance with the Procurement Act 2023, including requirements relating to exclusion grounds and conflicts of interest, and must accept the Council's terms and conditions. Tenderers must have appropriate governance, financial standing and insurance arrangements in place and demonstrate the ability to deliver both revenue‑funded activity and capital projects within the specified budgets and timescales.
