To undertake a full:- • Phase 1 - Governance Review - Review the overall operation of the Council to assess its effectiveness and recommend improvements. Includes both formal operation principles as well as the informal ways that decisions are made • Phase 1 - FM Model Review - Review financial management, systems, and capacity, capabilities and competencies of all to manage budgets and recommend improvements • Phase 1a - Financial Resilience Review - Review grip on spend, delivery models, deliverability of savings plan and other elements of sustainability and recommend improvements All of the above is to comply with DLUHC requirements for FM modelling and financial resilience.
