Description
North Northamptonshire Council Provision of Education Outreach and Inclusion Support Services Framework. North Northamptonshire Council recognises the need to provide short term outreach and inclusion support for parents and schools for children who attend mainstream schools, or where assessment, intervention or support is needed for reintegration into school where a child is considered to have special educational needs and / or disability or concerns regarding their behaviour which require any of the above. This fulfils the Council's broad duties under the Children Act 1989 and supports schools in meeting their statutory responsibilities under the Children and Families Act 2014, the SEND Code of Practice (2015), and aligns with the Government's 'Every Child Achieving and Thriving' policy direction and supports the direction of reform proposed in the Children's Wellbeing and Schools Bill 2024. Additional benefits for the Council in supporting schools to fulfil their duties lies in ensuring that only those children with significant special educational needs and / or disability receive provision. This is achieved by ensuring consistent practice within schools through access to specialist teachers and/ or practitioners and further through our pupil tracking requirements for children with SEND who may also have a social worker or be cared for by the Council. Outreach is a collective term which covers: • undertaking an assessment of needs • providing information, advice and guidance to teachers, Learning Support Assistants, (LSAs) and parents • identifying specific interventions which can be modelled through teaching or coaching • recommending support programmes and signposting to other services • planning for progression and joint working, • sharing best practice and delivering whole school or individual training.
