Description

The Public Health team based in Westminster are looking for an experienced delivery partner to develop a simulation or forecast model to evaluate the impact of Public Health interventions on population health outcomes, the LT-PHI model. The model will be built on behalf of The Royal Borough of Kensington and Chelsea and Westminster City Council and focus on outcomes for residents of these boroughs. Initially focussing on smoking and physical inactivity, the model developed will enable the testing, comparison and targeting of intervention options to optimise investments in, and the delivery of, preventative interventions and services. Model development will be undertaken under a "Proof of concept" approach to test how a health economics approach can improve the planning, delivery and targeting of Public Health prevention programmes, projects and services, to achieve the greatest health, social and economic return on investment. An aspirational Public Health team, our ambition is to collaboratively build a decision tool that exceeds the scope of existing models to include key population dynamics and wider deterministic factors relevant to the commissioning of Public Health services in London boroughs. This is an exciting opportunity to develop a locally relevant solution; turning evidence into impact in a local setting. The findings of this work will be published. Delivery is planned to take place in two phases: • Phase One, development of the model framework on smoking and physical inactivity. • Phase Two (dependent upon the success of Phase One) expansion of the model framework to further Public Health concerns, e.g. hypertension and air pollution Both project phases will be required to be delivered within a one year timeframe. Contact award: initially six (6) months (Phase One proof of concept), with a possible six (6) months extension. Tender process: Organisations and individuals with experience of delivering similar services are invited to submit a proposal for this tender, covering the questions indicated on the e-portal. The tendering exercise is being undertaken using the electronic tendering system "CapitalESourcing" (www.capitalesourcing.com). Suppliers will need to register an interest on the system in order to participate, and registration is free. The deadline for submission is indicated on CapitalESourcing. Tenders should be submitted via the e-portal. The proposals will be assessed by a panel and applicants will be notified of results by the date specified on the e-portal.
