Description
The first and foremost objective of this project is to empower local communities to make effective use of available resources to recover/rebuild local infrastructure within a coherent national policy framework. To achieve this, the project will work with the MoR and with selected hromadas and will provide support for comprehensive recovery planning, project design, and capacity-building measures in line with national policy direction and guidelines. The project and plans will be aligned with the requirements of the Government digital reconstruction platform ("DREAM") and the government regulation regarding local recovery planning. It will take account of the conditions for support set out in the EU Ukraine Facility (announced at URC) to be embedded in the Ukraine Plan currently in preparation. The project will also provide tailored and hands-on assistance and piloting in the hromadas that have demonstrated tangible success in the uptake of the project assistance to design projects and secure funding from either the state budget or external donors.
