Description
1.0 Purpose 1.1. To carry out external repairs and full redecoration to all Council‑owned dwellings and communal blocks, ensuring asset protection, extended component life and improved resident satisfaction. 1.2. Property Types • Houses • Bungalows • Low/medium-rise flat blocks • Communal internal areas • Outbuildings, garages and associated structures 1.3. Key Qualis Property Solutions Responsibilities • Pre‑works survey including checking services, access, and condition. • Tenant liaison: letter drop 14 days before works, appointment management, vulnerable tenant support. • Resident liaison/communication. • Identify asbestos or suspect materials. 1.4. Contractor Responsibilities • Full protection of tenant property and gardens. • Safe working methods and full compliance with Health & Safety and Asbestos regulations. • Quality control: schedule of condition, photographic evidence, handover pack. • Communal works to be undertaken efficiently to agreed times, to reduce inconvenience to communities. 2.0 Performance Management 2.1 KPIs will include: • Tenant satisfaction • Cost estimate accuracy (within 10%) • Complaint management • Health & Safety compliance 3.0 Technical Requirements 3.1 External repair specifications covering: • Timber (new/previously coated) Inc. fences, gates, external joinery • Metal (new/previously coated) Inc stairs, railings, gates • PVCu cleaning • Internal plaster surfaces (Communal only) • Woodstains, gloss systems, opaque systems • All previously painted external surfaces • Windows, doors, frames (timber, metal, PVCu) • Bargeboards, soffits, fascias • Rainwater goods (gutters, downpipes, hoppers) • Masonry (brick, render, texture coatings) • Balconies, balustrades, handrails • Minor roof repairs (tile replacement, flashing repairs) • All works must comply with British Standards, manufacturer guidance. 3.2 Internal repair and redecorating specification: (communal only) • Ceilings • Walls • Woodwork • Metalwork • Stair balustrades • Meter cupboards/utility boxes • Flooring installation/replacement (where required in blocks) 4.0 Access Requirements 4.1 The Contractor will be responsible for supplying all access equipment for the required works where scaffolding or equivalent is required. 4.2 The Contractor is to provide and erect all necessary scaffolding, safety boards, fans, rails, curbs, gangways, fences, etc. for the protection of the staff and general public and his own workmen. 4.3 The Contractor will be required to provide a 'hand over certificate' for each independent scaffold erected. 5.0 Preparation of Work 5.1 Washing down 5.2 Removal of loose/flaking materials 5.3 Repairs to: • Decayed timber • Damaged render/brickwork • Defective gutters/downpipes • Loose fixings and ironmongery • Fungicidal treatment where required 6.0 Painting & Finishing 6.1 Apply systems as specified including: • Primer • Undercoat • Topcoat (one or two depending on system) • Observe: • Weather limits • Temperature/humidity constraints • Manufacturer curing times • Clean Down & Handover • Remove waste daily • Clear gutters and downpipes • Restore access and security • Provide photographic evidence 7.0 Provide handover pack to include: • Survey sheets • Before/after photos • Variations • Certification (scaffold, H&S) 8.0 Management & Compliance 8.1 Contractor must: • Provide competent Site Supervisor • Attend monthly progress meetings • Provide full audit access • Protect confidential and personal data • Carry relevant insurance (£2m PLI) 9.0 Quality & Performance Requirements • All work must be to British Standards & manufacturer requirements • Workmanship to "good industry standard" • Materials must match approved lists 10.0 Defect Liability • 12‑month defects period • Contractor must rectify at own cost • Emergency defect attendance: 2 hours • Routine defect attendance: 24 hours 11.0 Health & Safety 11.1 Contractor must comply with: • Health & Safety at Work Act 1974 • CDM responsibilities (Principal Contractor role) • COSHH • Asbestos regulations (stop work immediately if found) • Secure scaffolding and fencing • Protection of tenants, staff and public 12.0 Data, Records & Handover 12.1 Contractor must provide: • Pre/post photos • Condition survey sheets • Measurement sheets • Variations log • Access records • KPI submissions monthly • Secure storage of personal data (destroyed after defects period) 12.2 Pricing & Measurement • Works to be measured against the Schedule of Rates • Variations based on tendered SOR rates or NHF v7.2
