Description
The Welsh Government requires a rigorous and comprehensive systematic review of: Carbon pricing policies (including but not limited to emissions trading) implemented or considered in other parts of the world (at national, subnational or supranational level) and related to the following sectors: heating buildings, transport and agriculture. Mitigation policies to alleviate disproportionate impacts of carbon pricing policies on economically or socially vulnerable groups. Wherever possible/relevant, the bidder is encouraged to take an intersectional approach (see this Welsh Government report for a definition of intersectionality) in their consideration of vulnerable groups. The literature on public perceptions and receptiveness to carbon pricing policies. We require the contractor to contextualise the findings of the review to the Welsh context by discussing how expanding the ETS would impact the population of Wales given the country’s unique characteristics.
