Tower Hamlets is seeking expressions of interest from suitably qualified and experienced providers for the provision for Needle Exchange and Harm Reduction Supplies that can deliver good quality needle exchange packs, slamming packs and individual 'pick and mix' paraphernalia to a number of pharmacies and substance misuse services within the Borough. Tower Hamlets Drug & Alcohol Action Team commissions a range of needle exchange and harm reduction provisions across the Borough, in accordance with National Institute for Health and Care Excellence (NICE) Guidelines on needle and syringe programmes (NICE Public Health Guidance 25, March 2014). The scheme aims to reduce the possible harms caused by injecting behaviour, by facilitating safe injecting practice. This is achieved by providing safe and sterile injecting equipment, providing harm reduction advice and signposting drug users to structured treatment services, thus increasing the number of clients engaged in the treatment system, reducing negative health implications and reducing drug related deaths. Clients accessing needle exchange services are also encouraged to return used equipment for safe disposal, therefore reducing the risk caused by discarded hazardous paraphernalia on the general public. Tower Hamlets is seeking a provider who can supply and deliver good quality needle exchange packs, slamming packs, individual 'pick and mix' paraphernalia and harm reduction items such as naloxone to a number of pharmacies and substance misuse services within the Borough. The contract will be for a period of 3 year. The estimated contract value per annum is £60,000 - £70,000; however, this is an expenditure-based contract and the Council will not guarantee a minimum level of spend or funding.
