Description
North of England Commissioning Support (NECS) is working for and on behalf of NHS England and NHS Improvement - North East and Yorkshire (the Contracting Authority) and NHS Newcastle Gateshead Clinical Commissioning Group (the Commissioner) to commission an Alternative Provider Medical Service (APMS) for the Gateshead Outer West Localities -; Blaydon, Crawcrook, Rowlands Gill and Ryton. The contract is to commence from 01 September 2022 for a period 7 years with an option to extend by a further 2 years subject to contractual performance and at the discretion of the Contracting Authority. The aims of the service are to provide a model of general practice that: • Provides person-centred, holistic care; • Is easily accessible; • Provides long-term relational continuity of care where this is important; and • Is based on local knowledge and a commitment to improve the health outcomes of the local population. The basic principles that mirror those of the open procedure will be followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with the Light Touch Regime within The Public Contracts Regulations 2015 (as amended), ensuring a fair, open and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013. Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider: (a) How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and (b) How, in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well- being NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential bidders.
