Description
Platform Housing is seeking to procure suitably qualified and experienced contractors to deliver Home Investment & Retrofit Works across its housing stock. The scope of works under this procurement includes, but is not limited to: • Component replacements (e.g. kitchens, bathrooms, windows, doors, roofing) • Retrofit and energy efficiency works • Cyclical decorations • Major planned investment works • Major projects e.g. High Rise Building Works. The works will be delivered across defined geographical localities as part of Platform Housings Strategic Asset Management Programme. Contracts awarded under this Lot will operate under a target cost commercial model, whereby contractors will be reimbursed for the actual cost of delivering the works, together with an agreed profit and associated overheads. Further detail on the commercial structure will be set out in the procurement documents. The contracting authority intends to establish long-term partnering arrangements (up to 14 years) with contractors to support the delivery of high-quality, customer-focused investment works, aligned to asset management objectives, regulatory requirements, and value for money principles. The volumes and value of work under this contract are indicative only and are not guaranteed. Delivery will be dependent on Platform Housings asset management priorities, programme data, operational requirements, and available budgets over the contract term.

Participation
Conditions suppliers must meet to bid.
Detailed legal and financial capacity requirements will be assessed as part of the Selection Questionnaire and Conditions of Participation documentation. These will include (but are not limited to) requirements relating to financial standing, insurance levels and economic and financial capacity. All requirements will be proportionate to the scope and value of the contract and will be applied in accordance with the Procurement Act 2023. Where the number of suppliers meeting the Conditions of Participation exceeds the maximum number to be invited to tender, suppliers will be shortlisted based on the evaluation of their responses to the Conditions of Participation questions set out in the Procurement Specific Questionnaire (PSQ). Responses will be assessed using the scoring methodology described in the Conditions of Participation (CoP) document and the highest ranked suppliers will be invited to submit a tender. As outlined in the CoP document, Platform intends to invite between three (3) and four (4) suppliers to tender for this lot, subject to sufficient suitable applicants. A maximum of nine (9) suppliers will be taken forward across the Severn, Tame and Witham lots. Following the intermediate tender stage, a further down-selection process will be undertaken. The highest ranked suppliers will be invited to participate in the final tender stage, with a maximum of two (2) suppliers progressing for this lot. Following the final tender stage, Platform intends to appoint one (1) contractor for this lot. Where fewer suppliers meet the Conditions of Participation requirements, all compliant suppliers may be invited to tender.
