Description
The objective of this procurement exercise is to secure external pensions scheme administration support to undertake calculations that will allow NHSBSA to produce Remedial Service Statements (RSS) relating to the McCloud Judgement. The contract will cover two periods with the first period running from June 2026 to January 2027 and the second period running from February 2027 to July 2027. As part of the NHS Pensions McCloud Programme, there is a statutory requirement to provide remedy offers to members found to be discriminated against by the 2015 pension reforms. This activity involves NHS Pensions undertaking a range of complex calculations to determine the sums owed to affected members, allowing them to make their remedy choice. Automation has been applied where possible. However, due to the complexity of the NHS Pension Scheme, a significant portion of these cases will still rely on a level of manual calculation processing. Specialist pensions administration services are required from the supplier market to complete these manual calculations. This will allow NHSBSA to produce the Remedial Service Statements (RSS) and communicate these to scheme members. NHSBSA categorises its scheme members into either 'Practitioner' or 'Non-Practitioner'. Practitioners are more complex from an administration perspective. Non-Practitioners are typically less complex to administer. The contract that will result from this UK3 Planned Procurement Notice covers RSS cases for Non-Practitioner members only. For wider context, it should be noted that the NHSBSA has adopted a multi-supplier delivery model for the McCloud Programme. For information only, there will also be a separate UK2 Notice published in due course, which will cover a second open procedure procurement for Practitioner RSS and Remedial Pensions Saving Statement (RPSS) cases.
