Suffolk County Council are currently out to tender for the provision of Outcomes Based Contract For Children At Risk Of Care (using a Social Impact Bond Structure. This opportunity is available in the `Current Tenders` area of portal. Interested parties are invited to express their interest to gain full access to the tender documentation. The deadline date for submissions of the tender is 12 noon on Monday 30th April 2018. Please note late returns will NOT be permitted The deadline for clarification questions is 16th April 2018 which must be generated via the correspondence option on the website Suffolk County Council wishes to reduce the number of young people, typically aged 11-17, that need to enter Care (also known as becoming Looked After) and remain in Care. To do this Suffolk County Council wishes to commission, and work with, a Social Investor and Service Provider to set up a Therapeutic Service to deliver an Intensive Intervention, followed by a period of Monitoring & Maintenance, with young people, their families and networks, to support change that sustainably reduces the need for Care and enables young people to safely remain living with their family. The Therapeutic Service will work, in a collaborative and complementary way, with other services including Suffolk County Council's allocated case-holding Social Worker/Early Help Practitioner, schools/education services, health services and other specialist services in meeting the needs of the young person and their family. The Intensive Intervention will be a recognised evidence-based approach, or combination of such approaches, such as Functional Family Therapy (FFT), Multi-Systemic Therapy (MST), Triple P, Solution Focused-Brief Therapy (SFBT) or similar. This Tender does not prescribe the approach, but asks for this to be described in the Method Statement as part of the Tender response. Internal review indicates that Functional Family Therapy or a similar approach would be a potentially good fit. The Service Provider will have experience of delivering the evidence-based approach and must achieve practitioner training and site certification, as appropriate to the practice model identified and the delivery of this contract within a reasonably practicable period from the start of the Contract. Suffolk County Council have been awarded a grant in principle by the Life Chances Fund to make a partial contribution to the Outcome Payments of an Outcomes Based Contract seeking to reduce Care Entry funded via a Social Impact Bond. Suffolk County Council wishes to make best use of this opportunity with this Tender. The proposed Contract will, therefore, be Outcomes Based (Payments by Results) structured as a Social Impact Bond.
