Description

Initial Preliminary Market Engagement Notice Places for London (PfL) are issuing this preliminary market engagement (PmE) notice to inform the supplier market regarding the ability for suppliers to participate in market feedback exercise, in relation to the supply of Construction Minor Works Services across a range of services/categories using a bespoke Framework Agreement. PfL has also produced a short memorandum & associated questionnaire to support the creation of the procurement strategy and tender pack for this procurement exercise. All feedback will help PfL to better understand the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities of this procurement. In order to review and respond to the memorandum and questionnaire interested suppliers will need to register on https://www.risqs.org/ completed questionnaires should be forwarded to: v_paulbarrett@tfl.org.uk by 12:00 on the 21 JAN 2026. PfL are proposing the use of PA23 Competitive Flexible procedure for this procurement exercise. Following the publication of this UK2 Notice PfL plan to issue the associated Contract Notice 25 FEB 2026 where all tender documents, specification, draft contract etc will be available to those suppliers who express an interest to this EME notice.
