BSH/CPS/Tremain Powell Partnership Ltd - Romney House Appointment of EA & CoW services

The appointment of Tremain Powell Partnership Ltd (TPP) as the Employers Agent and Clerk of\r Works Romney House development, where BCC have entered into a development agreement\r acquiring 147 affordable homes from Goram Homes . TPP were employed pre-contract and\r have existing knowledge of the site. There is an urgent need to appoint an Employers Agent &\r Clerk of Works to administer the development agreement and maintain the programme which\r has been drawn up in order to obtain Homes England grant funding and to uphold the main\r development programme of housing delivery on this site. Market testing has been undertaken\r with the strategic partner indicating a significant cost saving by directly appointing TPP. The\r appointment is time sensitive, and there is a risk that if the contract is not awarded, the\r Council could miss the deadlines required to obtain Homes England funding. Given these time\r constraints, and TPPs existing knowledge of the scheme, direct appointment is recommended.
