Description

The Council requires an experienced and suitably qualified Framework Provider to provide an innovative and flexible Careers Guidance service for young people in Years 8-11 in Newham schools. Young people in Newham should have access to a high-quality service that is easily accessible and responsive to their needs, enabling them to reach their full potential, and which contributes to improving the outcomes and progression for young people in the borough. The service must enable the Council and its schools to meet its statutory obligations in accordance with current legislation: - Encourage, enable and assist participation in education and training by young people in accordance with Section 68 of ESA 2008 and EA 2011; - Secure independent and impartial careers guidance to young people in schools in accordance with section 42A and 45A part VII of the Education Act 1997. - Deliver targeted support to vulnerable young people, ensuring services are aligned with the policy for Raising the Participation Age (RPA); - Support schools with destination measures for key stage 3 and 4 including updating the Client Caseload Information System (CCIS). The Council is commissioning a single-supplier framework agreement on behalf of participating schools. The Council will retain overall responsibility for commissioning and contract management. Schools and academies will contract directly with the provider in accordance with the terms of the Framework Agreement. The Framework Provider will need to work in partnership with a range of Children and Young People service providers and seek to involve young people in the design, review, monitoring and delivery of the service. The Provider will support the borough with the building a resilient community agenda, ensuring delivery contributes to the three key elements of the resilience framework: personal, community and economic. Funding of 13 000 GBP - 16 000 GBP per annum for each school is available, to provide a minimum of 35 days a year direct careers guidance activity in each school and a managed work experience service for up to 300 pupils a year in each school, from 1.10.2017 - 31.8.2020. The Framework is for 1 year, with extension options for up to a further 2 years at the Council's sole discretion.
