Description

North of England Commissioning Support (NECS) are working for, and on behalf of, NHS England North West (the Contracting Authority) who wish to commission an Asylum Seekers Initial Assessment Centre Service within Merseyside. This tender opportunity is strictly limited to providers within the Merseyside locality, in line with Procurement Policy Note 11/20 - Reserving Below Threshold Procurements; Reserving procurement by supplier location. Supplier location is defined as: "Where the supplier is based or established in a particular location and has substantive business operations in that location. In this context, this means having a registered office, factory or other permanent base in that location from which meaningful business operations have been conducted for at least 12 months". Bidders will be required to self-certify that they have substantive business operations within the Merseyside locality from which meaningful business operations have been conducted for at least 12 months. Any bidder which does not have substantive business operations within the Merseyside locality will fail and will take no further part in the procurement process. The contract term is for 12 months with effect from 01 July 2023 with a contract value of £408,100. Indicative activity figures are detailed below: April 2021 - March 2022 • Halton - 357 • Liverpool (standard accommodation) - 704 • Liverpool (hotels) - 814 April 2022 - June 2022 • Halton - 104 • Liverpool (standard accommodation) - 176 • Liverpool (hotels) - 269 Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider: How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and How, in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being.
